More Details Released on Attempted Kidnapping Investigation in Ottumwa

OTTUMWA, Iowa – Police are releasing more information on a report of an attempted kidnapping in Ottumwa Sunday.

A report about a disturbance at the Quincy Place Mall at 1110 N. Quincy came in around 4:00 p.m.  More reports claimed an older man tried to leave the mall with someone’s child and a Good Samaritan had detained the man.

During their investigation officers identified the suspect and learned he did not forcefully take possession of any child, but he did say he wanted a child and made a gesture as if he would grab the child.

Police say they’ve determined the man suffers from advanced mental illnesses that create diminished capacity.

The man was detained, and police sought medical services for him.

No charges have been filed at this time, but the investigation continues.
